63. If a legal person commits an offence against this Act or the regulations, every director or agent thereof who ordered or authorized the commission of the offence, consented thereto or participated therein is deemed a party to the offence and is liable to the penalty provided for a person, whether or not the person has been prosecuted or found guilty.
